Why Reliable AI Systems Separate Policy from Execution
A practical architecture rule for keeping governed AI workflows understandable, testable, and safe to change.
In a governed AI workflow, a rule such as “never approve a refund over $500 without manager review” is not just implementation detail. It is business policy that needs to be understood, tested, and audited.
The risk starts when that rule is hidden inside agent retries, fallback prompts, queue timeouts, and conditional orchestration. A team can no longer answer a simple question with confidence: what is the system allowed to approve, and where is that decision defined?
The Real Problem
Mixing policy with execution makes both fragile. A change intended to improve a retry or prompt can alter a business decision. A policy review requires tracing workflow mechanics instead of examining a clear rule.
The result is an AI system that is difficult to govern and risky to change.
Separate The Layers
Keep policy in a domain layer that expresses the decision directly:

Let orchestration call that policy and handle the work around it:

This boundary makes the policy independently testable and reviewable. The workflow can evolve without redefining the business rule, and governance teams have one reliable place to inspect the decision.
The Practical Rule
Execution depends on policy. Policy must never depend on execution.
Keep the system’s decisions in one place and its actions in another.
